Course overview

The MAGIC Course is delivered in partnership with the College of Policing (CoP), the National Ambulance Resilience Unit (NARU) and the Fire Service College (FSC).

MAGIC is aimed at Category 1 responders from the ‘blue light’ services and partner agencies who would normally perform in the strategic (Gold) command role for their organisation during a major incident/civil emergency. MAGIC is created for strategic level participants from multi-agencies. It meets the requirement under the Civil Contingencies Act 2004 (Contingency Planning) Regulations 2005 for the carrying out of exercises and training of appropriate Category 1 staff with a role in dealing with major incidents at a strategic (Gold) level. 

The course has been designed to develop confidence, understanding and ability to perform the role of Gold Commander in a multi-agency context by planning, implementing and reviewing a multi-agency strategy to ensure the timely resolution of a major incident / civil emergency. It is designed to develop the ability to make decisions and work within a multi-agency team during a major incident and is particularly suitable for anyone with the responsibility for a geographic area with the potential for a multi-agency response to a major incident / emergency such as airport, port, large shopping centre or large industrial area.

Due to changes in the governance structure for the delivery of the Multi Agency Gold Incident Command (MAGIC) Course the College of Policing (CoP) have signed a partnering agreement with the National Fire Chiefs Council (NFCC) and the National Ambulance Resilience Unit (NARU), to ensure continued monitoring and improvement of the course.

The national MAGIC programme will continue to be delivered at The Fire Service College, however joining instructions and payment for Fire Delegates, from this point onwards will be administered by the National Resilience team at Merseyside Fire & Rescue Service.

Learning outcomes

On successful completion of the programme delegates will be able to:

  • Establish relationships between personnel from partner agencies who will be working in close liaison during a major incident.
  • Facilitate and promote the exchange of information, discussion of best practice and the development of mutual understanding in roles between participants.
  • Test communication and liaison between partnership agencies.
  • Raise awareness of the individual roles and responsibilities of each of the partnership agencies involved at a major incident / emergency.
  • Be confident in taking part in /chairing a Strategic Coordinating Group (SCG) representing their organisation.
