Course overview and learning outcomes

The aim of the course is to provide an opportunity for senior and aspiring managers, to develop the skills and competences to advance into the most senior roles in their organisations.

Delivery includes classroom based lectures from a wide range of UK and European civil response specialists, case studies and practical and simulation exercises; and outside visits to establishments and organisations who are influential in managing and maintaining the UK civil response.

It will cover the following topics:

  • Management – Management of risk (including analysis of the UK Integrated Risk Management Planning process), international relations, continuous improvement, the art of two-way political management, international relations and mutual aid, finance management in the public sector, the legal and moral responsibility
  • Personnel and HR Issues – Industrial relations and its management, dispute management, media training – presenting the right image of the service and yourself to the public
  • ICT – Information management systems and processes for the emergency services of the 21st Century
  • Leadership – Ethics of leadership, creating and delivering a vision and strategy, leading change
  • Self Management – Self exploration using psychometrics, enabling increased understanding of personal abilities and reactions, in particular with regard to improving, creative problem solving, planning to maximise effective use of resources, effective decision making, maintaining high staff motivation and commitment, personal resilience and stress management (self and others), coaching for succession management.
  • Fire Operations – Prevention and protection, multi-agency working, resilience, service continuity and management, counter terrorism issues, command and control of operations, community safety policy.

At the end of the course the delegate will be better able to:

  • Manage and lead self and others
  • Work at strategic management level in a fire and rescue organization, developing vision, strategy and policy
  • Use and manage the media and its challenges and opportunities
  • Understand and use complex financial and statistical information
  • Communicate effectively at high level
  • Participate and lead operational interventions at the highest level, including multi-agency and government level working

Who should attend and key benefits

This course is for senior officers who have been identified as likely to assume one of the principal managerial and command roles in their organisations in the forseeable future and who are likely to be operating at a level equivalent to the UK rank of Area Manager and at least Group Manager B.

Course entry criteria, delegates should have completed progression courses to the equivalent of the International Divisional Command Course and should have technical competence in firefighting science and operational command. An academic level equivalent to a first degree is desirable and fluency in spoken and written English is required.

The International Brigade Command Course focuses on the development of strategic managers in the fire and rescue community for senior command posts. This course has been recognised throughout the world as the benchmark for Chief Fire Officers of the future. It attracts a diverse range of potential Chief Officers from across the globe and as it is run at the Fire Service College, it will expose them to the highest operating and occupational standards that exist in the UK Fire and Rescue Service.

How is the course assessed and accredited?

Assessment is carried out by Warwick University.

Accredited to Postgraduate Certificate level (60 CATS points) by the University of Warwick. It is possible to work towards a Postgraduate Diploma and/or Masters as an extension to the ELP.
