Strategic (Gold) Command in Fire Services

Course overview and learning outcomes

This course is aimed specifically at the Fire & Rescue Service, and covers the acquisition of functional skills, knowledge and understanding to equip a developing or potential Fire & Rescue Service Strategic Commander to operate effectively in the Strategic Command role and to represent the organisation at the Strategic Co-ordination Group (SCG).

The course assists with, and contributes to, the acquisition phase and complements and prepares delegates for the Multi Agency Gold Incident Command (MAGIC) course. It is the perfect introduction to assimilate the requisite skills and knowledge for attendance on the MAGIC Course, which is aimed at Category 1 & 2 responders from the 'blue light' services and partner agencies who are trained Strategic (Gold) Commanders and who would normally perform Strategic Command for their organisation during a major incident or civil emergency. 

Learning Outcomes: On successful completion of the course, the delegate will be able to:

  • Understand the concepts of Strategic Command
  • Understand the legislative framework of Strategic Command
  • Understand and recognise the common errors in Strategic Command
  • Understand the Corporate Perspectives of Strategic Command 
  • Understand the Operational Perspectives of Strategic Command
  • Understand the Local and National Perspectives of Strategic Command
  • Recognise the role of the Statutory and Non Statutory guidance documents
  • Formulate and Communicate a Strategic response
  • Formulate an SCG Strategy
  • Understand national support arrangements for Fire & Rescue Services, and how to secure them
  • Understand the UK Government Concept of Operations for responding to large scale and major emergencies
  • Recognise the role of Joint Emergency Services Interoperability Principles (JESIP), National Operational Guidance (NOG), Local Resilience Forum (LRF) and Local Policy documents
  • Develop personal resilience to prepare for SCG roles
  • Understand the theory and practice of Strategic Command

 The course may additionally assist the delegate with generating evidence towards the Level 7 Strategic Incident Command Award etc. in the following categories:

  • Understand the roles and responsibilities of people and organisations within Incident Command arrangements at local, regional and national levels
  • Understand command and leadership skills within Incident Command
  • Understand the technical issues being dealt with at tactical level

In addition, within local, regional and national contexts, to be able to:

  • Understand the role of communications
  • Understand how to manage people involved in incidents
  • Understand how to close down the strategic command phase of the incident
  • Lead a strategic response to an incident
  • Conducting and contributing to the Strategic Debrief following the resolution of an incident and implement organisational learning and improvements including the effect of Regulation 28 Notices

Who should attend and key benefits

This course is designed to assist the development of Fire & Rescue Service commanders in bridging the gap from advanced to strategic incident command and enable them to effectively and confidently contribute to the multi-agency or SCG roles. It also provides the opportunity to assist delegates to work towards the Level 7 Award in Strategic Incident Command in Fire & Rescue Services, which is available to Fire & Rescue Service officers attending the MAGIC course.

The course covers key issues for effective command at this level and also makes the perfect refresher for those wanting additional CPD in this area.

How is the course assessed and accredited?

Successful completion of this course will result in the award of the Fire Service College certificate.
