Position Overview

Reporting to the Head of Facilities Management, the Contracts Manager is responsible for the management of contracts between the Fire Service College (FSC) and embedded contractors and tenants, ensuring budgetary control and contractual management to include compliance with Service Level Agreements (SLA’s) and Key Performance Indicators (KPI’s) for both Hard and Soft Facilities Management activities. With an experienced Facilities Management (FM) background, the post holder will provide advice and management of day-to-day FM projects, supporting the provision of first class facilities to enhance the customer experience on site and specifically, provide management or support to assigned Projects and Work Packages, either in idea development or project delivery across the FSC.

 

Principle Accountabilities / Responsibilities

  • Shadow and deputise the activities of the Head of Facilities Management.
  • In liaison with Finance, monitor contractor basis for charges and partner with contractor to develop more effective ways of working.
  • Ensure embedded contractor compliance with contract output specifications, SLA’s and KPIs.
  • Manage the organisation’s responsibilities and obligations in respect of asbestos, liaising, as appropriate, with Capita specialists.
  • Manage tenant contracts and renewals.
  • Manage and support multiple facilities related projects simultaneously, ensuring they meet agreed specification, budget and timescales.
  • Negotiate best deals with contractors and suppliers in liaison with Capita Procurement where appropriate.
  • Plan and oversee building, civil infrastructure and renovation works.
  • Advise on architectural, engineering and energy planning and design.
  • Maintain a customer and delegate focus to ensure that project outputs enhance the business as a whole and that benefits are realised.
  • Support the Head of Facilities Management in the provision of accurate and timely financial forecasting and reports.
  • Co-ordinate, negotiate and liaise with internal and external teams, suppliers and clients to deliver service requirements.
  • Provide subject matter expertise to colleagues across the team, department and business.
  • Manage the contractor management process ensuring it is robust, efficient and adhered to.
  • Audit works for compliance and quality standards.
  • Encourage and facilitate a proactive approach to Health and Safety (H&S) as an ethos across the whole College in collaboration with the H&S team and maintain an understanding of current legislation.
  • Have an understanding of the Capita SH&E management systems and policies.
  • Ensure facilities meet Government Regulations, Building Regulations, Environmental, Health, Safety and Security Standards.
  • Motivate the workforce.

  • Commercial Awareness.
  • Excellent problem solving, analytical, interpersonal and IT skills.
  • Excellent spoken and written communication skills.
