Training Delivery Manager

Job Purpose

To lead and manage the design, scheduling, resourcing and delivery of Training as part of the Training Establishment (TE) and maintain ongoing engagement with the client Operations Manager and the Fire Service College (FSC) Management team to ensure and assure the effective design and delivery of Fire and Rescue training

Duties and Responsibilities

  • Support the migration of existing Training delivery from its current location to the new Training Establishment (TE) at the Fire Service College and ensure operational readiness at the FSC
  • Responsible as Delivery Duty Holder (DDH) for the ownership and management of risk to life associated with delivery of Fire and Rescue training activities initially
  • Responsible for leading a core team Fire and Rescue training to approximately 1800 trainees per annum over 40 training courses at the FSC TE
  • Lead the Training Support Team, working collaboratively with the Training Support Manager, to create an effective interface between training design and training delivery, ensuring that Fire and Rescue Training is delivered in compliance Defence Systems Approach to Training (DSAT) and Training Requirements Authority (TRA) requirements
  • Responsible for development of the detailed training scheduling and resourcing plan which meets customer requirements in terms of both quality and quantity of training
  • Provide support to senior training delivery personnel acting as focal point for all trainees and trainers for any issues or concerns related to Duty of Care and Welfare provisions at the Fire Service College
  • Provide a key interface between the FSC Management Team the client and other stakeholders to ensure that the required infrastructure, safety, risk
    assessment, supervisory care and security provisions are in place to meet customer requirements
  • Continually monitor the planned schedule for training (centralised and distributed), addressing any issues relating to the quality and quantity of training and prioritising facilities and supporting resources as required in order to meet the customer requirement
  • Oversee the recruitment, selection, training, monitoring and continuous development of trainers in line with Defence Trainer Capability (DTC) requirements
  • Create and sustain positive relations and collaborative partnerships with the full range of stakeholders in order to understand their training requirements, and support, sustain and develop the training service
  • Oversee Internal Validation (IV) activities to ensure that outputs are used to identify and exploit opportunities for continuous improvement
  • Manage and operate to Capita‚Äôs standards in all elements of governance and reporting
  • Develop and maintain awareness of, and adherence to, Defence, Regulatory and Sector-specific policies and procedures


Qualifications and Experience

  • Knowledge of, or experience in, operating the Defence Systems Approach to Training (DSAT) or similar SAT process within a safety critical environment
  • A training management professional with experience of leading and managing multi-site training design and delivery, including the allocation and prioritisation of training resources to meet customer needs
  • The procurement and delivery of regulated, multi-disciplinary training directly and/or through suppliers, in Defence or other safety critical sectors
  • Planning and implementation of training transformation in a live operational environment, with demonstrable experience of managing large-scale, complex projects
  • Achievement of objectives and highly effective communication in a complex stakeholder environment, with multiple dependencies on functions and organisations outside of your direct control
  • Experience of training delivery and of the selection, management, observation and development of specialist trainers
  • Experience or awareness in operating residential training with related, formal welfare regimes
  • Awareness, if not experience, of the structural and airfield fire and rescue sector or other regulated safety critical sector including regulations and legislation
  • A Defence Trainer Supervisor qualification or experience would be an advantage.


Work Location

  • UK-wide with limited international travel
  • Mobile role, for the first year of the contract and thereafter in the central office in Gloucestershire (Moreton-in-Marsh)
