Course overview

Develop the strategic leadership, analytical capability, and regulatory competence and operational compliance required to manage and coordinate airport emergencies with confidence and authority.

This five day blended programme equips airport managers and emergency planning personnel with the knowledge and skills required to manage complex airport incidents in line with CAP 699 competence standards. Designed by experienced Fire Service Managers, Chief Fire Officers, and subject matter experts across the RFFS sector, the course delivers the theoretical and practical understanding needed to lead, analyse, and improve emergency response at a strategic level. Delegates complete a Certificate of Competence in AFSM Units 1, 2, 3, 4, and 7 through a mix of classroom learning, virtual simulations, and post‑incident analysis.

  • How to conduct and present a Task Resource Analysis (TRA) and create a TRA risk management matrix.

  • How to lead, chair, and contribute to Tactical Coordination Groups (TCG) using XVR and unblur facilitated exercises.

  • How emerging risks, new technologies, aviation legislation, and strategic command principles shape airport emergency management.

Entry requirements and Delivery format

There are no formal qualifications required for this course, however experience as an airport manager and knowledge of emergency planning is expected.

  • Learning approach: Face to face delivery.
  • Location: Fire Service Collage. 

  • Duration: 4 days face to face and 4 weeks post course submission.

  • Assessment: TRA exercise, TCG performance, written assignment.

  • Blended learning: comprising of interactive e-learning modules, classroom activities and practical sessions.
