Copyright Licensing
All materials produced by the Fire Service College are Crown
copyright. As a Trading Fund, the Fire Service College holds a
Delegation of Authority from the Controller of HMSO which permits
us to license the re-use of our Crown copyright materials. We have
put systems in place to enable others to re-use our materials
wherever possible.
We comply with the requirements of the Re-use
of Public Sector Information Regulations 2005 and the Fire
Service College is accredited to the Information Fair Trader Scheme
(IFTS), which ensures that we license information for re-use in an
open, fair and transparent manner. The Chief Executive has signed a
commitment to the IFTS
principles.

Introduction
We have a large collection of photographs of the Fire Service
College site and the training and events which take place on the
site, e.g. buildings on fire, simulated road traffic accidents.
Many photographs are available for re-use. Licenses have been
granted to magazine and book publishers to re-use photographs to
illustrate the text in their publications, and to website owners to
re-use photographs on their websites.
Photographs produced by The Fire Service College are Crown
copyright materials and anyone wishing to re-use one or more
in a publication, on a website, or in any other format, must first
obtain a licence to do so.
Prices
The standard price for the re-use of a photograph is £50 +VAT
per photograph for all types of re-use. Please see our Crown
copyright licence charges for further details.

When placing a photograph licensed for re-use by The Fire
Service College in your own materials, you are always required to
acknowledge the ownership of the photograph. We normally ask that
the following statement is used:

How can I make a request for a
licence?
To request a licence to re-use a photograph, please complete and
return a request form providing as much detail as possible. You can
email the form or, if you prefer, the form can be posted to

What does The Fire Service College do when it receives the
request?
Once your request for a licence has been received, it will be
dealt with in the following way:
- Whenever possible, your request will be acknowledged within 5
working days via email, telephone or letter.
- Your request will be considered by us and wherever possible you
will be informed in writing of the decision and any fees within 20
working days of your request.
- If your request is accepted and you wish to proceed, a licence
agreement will be drafted and sent to you. This should be signed
and returned to us.
- The licence agreement will be signed on behalf of the College
and a signed copy can be sent to you if required. The
materials will then be sent to you.
- Information about the licence and the licensee will be entered
onto a database. The information that is provided by the licensee
will only be used for licensing purposes and will not be shared
with other organisations.
For a simple request, such as the licensing of photographs, this
process will be much quicker than that detailed above and can
usually be completed within 5 working days.

Please note: A contract will only be formed once the
licence agreement has been signed by the Fire Service College and
you have been notified that permission is granted.

Footage
Introduction
We have video footage of the Fire Service College site and the
training and events which take place on the site, e.g. buildings on
fire, simulated road traffic accidents. Some footage is available
for re-use. Licenses have been granted, for example, to television
companies to re-use video footage to illustrate news items.
Videos produced by The Fire Service College are Crown copyright
materials and anyone wishing to re-use any footage must first
obtain a licence to do so.
Prices
The standard price for the re-use of video footage is £12 +VAT
per second for all types of re-use. This normally includes the cost
of supplying the materials. There is also a charge for repeat

Licensing Course
Materials
So far only a limited number of course materials have been
licensed for re-use. Each request is considered first on whether
the course has been through the College's quality assurance
processes, if the materials are current and if there are any health
& safety or security issues that need to be addressed. This
seeks to ensure that the materials we licence for re-use are fit
for the purpose.
Course materials produced by the Fire Service College are Crown
copyright materials and anyone wishing to re-use any course
materials must first obtain a licence to do so.

The standard fees for the re-use of text materials is £30 for
500 words for all types of re-use. There may also be a charge for
tables, illustrations, photographs and diagrams within the text. In
some cases it may be more appropriate to charge royalties for the
re-use of course materials. The cost of supplying the materials is

Reasons for refusing an application
for a licence to reuse Fire Service College materials.
As the Fire Service College is accredited to the Information
Fair Trader Scheme, it is committed to open and transparent
dealings in regard to the licensing of its materials. On occasions
it will not be possible to allow materials to be licensed and in
that case enquirers are entitled to an explanation for this
refusal.
Reasons for refusing an application will
include one or more of the following:
- The Fire Service College is unable to guarantee that the
materials meet current legal requirements and/or Health and Safety
legislation.
- The materials requested contain extracts with copyright owned
by a third party, and the exclusion of these extracts from the
whole would damage the integrity of the materials.
- The applicant is unable to meet Health and Safety obligations
implicit in the materials.
- The standards/quality of delivery of materials has not been
proven by the applicant; e.g. competence of trainers has not been
proven, or equivalent training facilities are not available.
